Systematic Planning Process

All contaminated site cleanup projects should undergo systematic planning to help manage the inherent uncertainty in data collection. DEC's Contaminated Sites Program encourages contractors to pursue systematic planning training, including basic statistical concepts, to streamline and document the planning process and to provide a defensible sampling approach. Work plans developed through systematic planning will help CSP correctly evaluate various sampling designs and make real-time sampling design changes.

EPA's Systematic Planning Guidance (This document is an expanded version of the August 2000, Guidance for the Data Quality Objectives Process and includes both decision making and estimation using the Data Quality Objectives (DQO) Process.)

Hydrocarbon Risk Calculator

  • The Hydrocarbon Risk Calculator (HRC) can be used as an alternative to the Method 3 on-line calculator and can be used under Method 4 when following the Risk Assessment Procedures Manual. Consult the accompanying User Manual for details on applying this tool at sites and contact your ADEC project manager prior to using it on your project.

  • The HRC and manual were developed by Geosphere, Inc. under contract to CH2M Hill and the Federal Aviation Administration (FAA), with input by members of the Statement of Cooperation (SOC) Working Group including staff from ADEC, FAA, U.S. Army, U.S. Army Corps of Engineers, and the Alaska Army National Guard.

  • Peer reviews on the HRC were conducted by the University of Alaska, Fairbanks and SLR International Corporation.

  • ADEC approves the use of the HRC (version 1.0) as an alternative, peer-reviewed model, and has agreed to make this version available on the Contaminated Sites Program (CSP) website. Review and minor modifications, such as updating revised toxicity values, are anticipated on an annual basis, subject to the availability of CSP resources. Ongoing or ad hoc revisions, updates, and improvements will be reviewed and approved on a case-by-case basis at the department's discretion and subject to the availability of CSP resources to review and approve such revisions.

  • ADEC shall not be held responsible for any errors or bugs that may surface during the use and implementation by 3rd party users of the HRC, but will make every effort to ensure such issues are resolved promptly. If issues or inconsistencies with state regulations, guidance or policy emerge during the course of its use which cannot be overcome by simple and timely revisions or other fixes, ADEC reserves the right to remove the HRC from its website and suspend acceptance/use of the worksheet until such issues are resolved.

PCBs: DEC's requirements for cleanup of soils and groundwater contaminated with polychlorinated biphenyls (PCBs) are outlined in 18 AAC 75.341 and 345. The federal requirements are outlined in 40 CFR Part 761.61, the Environmental Protection Agency (EPA) rule governing disposal and cleanup of PCBs under the Toxic Substance Control Act (TSCA). EPA has developed a guidance for complying with TSCA regulations for the cleanup and disposal of PCB contamination.

ADEC recommends referring to this guidance in evaluating PCB cleanup and disposal options at contaminated sites. Coordination with both ADEC and EPA's Region 10 PCBs Coordinator is required for all contaminated sites with PCB concentrations greater than 1 mg/kg (ppm).

Statistical Design / Analysis

MULTI INCREMENT® Sampling:
Under the correct circumstances and when properly conducted, MULTI INCREMENT sampling can produce a more accurate estimate of the mean contaminant concentration and at a lower cost than discrete sampling. Therefore, CSP endorses the use of MULTI INCREMENT sampling as part of the cleanup process to help ensure protection of human health and the environment. CSP encourages those interested in utilizing this approach to pursue method-specific training and to coordinate with their DEC CSP Project Manager during work plan development.

Draft Vapor Intrusion Guidance
The Contaminated Sites Program has recently completed its Draft Vapor Intrusion Guidance for Contaminated Sites for use at contaminated sites where vapor intrusion has been identified as a complete human health exposure pathway.  The document includes a 12-step process for evaluating and responding to a vapor intrusion concern, and provides guidance on soil gas and indoor air sampling methodology.  This draft document is also available for review and comment.  Vapor intrusion is a rapidly developing field, and we expect to update this guidance as new information becomes available. If you have any questions or comments, please contact Denise Elston, 907-465-5207.

DEC will revise the guidance based on applicable comments and new information or studies that we have determined improve the evaluation of the vapor intrusion pathway. Drycleaners
The State Coalition for Remediation of Drycleaners (SCRD), comprised of representatives from states with established dry cleaner programs, was established in 1998 with support from the EPA Technology Innovation Office. Alaska does not have a dry cleaner cleanup fund or program, but addresses contamination associated with dry cleaner facilities through its regulatory cleanup process. DEC encourages use of the SCRD website at http://www.drycleancoalition.org.

For site characterization, DEC recommends referring to the SCRD's guidance, Conducting Contamination Assessment Work at Drycleaning Sites. Site characterization workplans must be approved by DEC staff prior to implementation.

Closure and Institutional Controls Download Date of Document

Site Closure Memorandum DEC decides when sites may be closed under 18 AAC 75.380 and 18 AAC 78.276, including the use of institutional controls. Although this memo identifies how DEC staff will make closure determinations, we are making it available to anyone who may have an interest in site closure decision-making. Contaminated Soil Transport and Treatment Request Form. Currently, Alaska Soil Recycling, Inc. (ASR) is the only bonded soil treatment facility in Alaska.  As a bonded facility, they are allowed to co-mingle contaminated soil for treatment under their approved facility operations plan.  Post-treatment soil samples are collected and analyzed at regular intervals to insure that the contaminants are successfully treated.  Because the post-treatment analytical results for co-mingled soils are provided directly to ADEC, the Responsible Party does not have to provide a separate copy of the post-treatment analytical results as indicated in the form.
