Munitions Response Site Prioritization Protocol (MRSPP) PowerPoint (PPT 3.27M)
The Military Munitions Response Program (MMRP) was initiated by the Department of Defense in 2001 as part of the DERP. In 2002, Congress passed the National Defense Authorization Act of Fiscal Year 2002 (NDAA FY02) (10 USC 2710) which required DOD to complete a listing of all munitions contaminated sites throughout the United States [10 USC 2710(a)] and to create a protocol with which to rank all the sites for remediation and funding [10 USC 2710(b)].
The first 2710(a) list was released in the 2002 DOD Annual Report to Congress. The list has been updated on a yearly basis to reflect additional information that has been collected as the list has been developed. As of September of 2004, almost 3400 munitions response sites (MRSs) have been identified that have encumbered approximately 28 million acres of land throughout the United States. In Alaska, 79 installations and 264 MRSs have been identified for remediation that have impacted between 1 and 3 million acres.

The Munitions Response Site Prioritization Protocol (MRSPP) was released as a proposed rule in the Federal Register in 2003 to satisfy the requirements of NDAA FY02. The final rule was released in October of 2005. MRSPP uses site specific information to assess contamination and explosive hazards due to MEC. There are three modules that make up the protocol: the Explosive Hazard Evaluation, the Chemical Weapons Materiel Hazard Evaluation, and the Health Hazard Evaluation. Each module is scored using specific criteria and the module with the highest ranking determines the priority for the site.
The following is a listing of the sites that have been identified by DOD as needing further evaluation under MMRP and MRSPP. Sites will be added to or deleted from the list as more information becomes available.
