  Alaska Coastal Management Program, Coastal Project Questionnaire
In most cases, ACMP authorization is not needed activities that occur during the initial emergency response phase, but may be needed for project work. The ACMP program is notified of spill response activities through the Army Corps of Engineer.

The Coastal Project Questionnaire is only required if response activities included dredging, fill placement, equipment operation on shore or in critical habitat areas, placement of scientific measuring devices, or other such activities. If there is any question as to whether or not an ACMP Review is required for oil spill cleanup efforts, a CPQ may be submitted to ADNR-OPMP. If there is no review need, the agency will issue a "No ACMP Review Required" letter.

Burning Oily Waste
There are no air quality permits for burning of oily waste. Oily wastes may only be burned in an incinerator with the appropriate permits already in place.

Permit to Discharge Pollutants into Surface Waters (NPDES)
There are no NPDES permit requirements for oil spill response. Per 40 CFR 122.3, an exclusion is provided for NPDES permit requirements during the emergency phase of an oil spill response, for as long as the spill is being managed by an OSC. NPDES permits may be required for post-emergency projects once the UC has stood down.

Local Notice to Mariners
Oil spill response activities that impact navigable waterways may require the issuance of a Local Notice to Mariners (LNM). The LNM disseminates information concerning aids to navigation, hazards to navigation, and other information of interest to mariners in US waters. Information needed includes: reason for need for the broadcast; reason why it is needed; waterway affected; expected duration of operation; who do mariners contact to coordinate traffic schemes. To initiate an LNM in Alaska, contact the 17th Coast Guard District Command Center at (907) 463-2025. Existing LNM for Alaska may be viewed online at http://www.navcen.uscg.gov/lnm/d17/
