Business Plan
Prior to obligation of funding for construction, the Grantee agrees to complete a comprehensive business plan for this Project that details annual operating costs (including operations and maintenance, repair and replacement, and capital replacement); identifies annual revenues (including user fees, local subsidies, and capital contributions); and describes the managerial structure for the utility.  A business plan must be approved for each individual Village Safe Water grant.

RUBA Assessment
Prior to obligation of funding for construction, the Grantee agrees to complete a Remote Utility Business Advisor (RUBA) Assessment and adequately address any outstanding requirements relating to essential capacity indicators.  This requirement includes Grantee Authorization to Request Federal Tax Information, please contact RUBA at (907) 269-4556 to request forms or if you have additional questions.  Essential capacity indicators shall be maintained throughout the duration of the Project.

Environmental Determination
Prior to obligation of funding for construction, a review and determination of environmental effects for this Project will be completed according to policies and procedures established by the federal funding source.  Any mitigation measures identified through the environmental review will be fully implemented.

Water Treatment Regulations
The Grantee agrees to comply fully with all operation-related water treatment regulations.  Prior to obligation of funding for construction and throughout the duration of the Project thereafter, the Grantee will ensure that no operation-related violations are currently included on the Significant Non-Compliance (SNC) List.

Operator Certification (Communities without certified operator)
Prior to obligation of funding for construction, the Grantee’s operator shall attend the appropriate operator training course and take the associated certification exam.  Contact the Department’s Division of Water, Operations Assistance Program at (907) 465-5140 for information on appropriate and available classes.
